So I'm not using the prompt phrase directly this time, but indirectly in two ways: we have returned to Kittering's Vigil which overlooks the whole town, and we have a lot of people at the top looking over a rather awkward (for them) situation. Greg - I was somewhat expecting your first interpretation, with an outside chance you'd use it as Spud's point of view. So... all good :)
I may or may not have laughed out loud at that final line. Also appreciate the call back to the mechanics of government from earlier.
